2. Brief description of the subject of the order
The subject of the order is the development of a prototype of a modular/compact size/ flue gas filter for low-power central heating boilers powered by solid fuels, integrated with flue gas heat recovery
3. Description of the subject of the order
The research service should include at least the following stages:
The Ordering Party will carry out the final acceptance after the completion of the item on the basis of a signed protocol without reservations after delivering to the Ordering Party a report on the services performed.

Competitiveness principle
Estimated order value above PLN 50,000 net, i.e. excluding VAT. The method of incurring expenses is consistent with the principle of fair competition
The request for proposals was prepared in accordance with the competitiveness principle specified in the guidelines on the eligibility of expenses under the European Regional Development Fund, the European Social Fund and the Cohesion Fund for the years 2014-2020

6. Conditions for participation in the procedure
Condition 1
Contractors
applying for the order must meet the conditions concerning:
Competences or authorizations to conduct specific activities, if this results from separate regulations Due to the requirements of the program guidelines of the Smart Growth Operational Program, measure 2.3, the service provider may be scientific units within the meaning of art. 2 item 9 of the Act on the principles of financing science with headquarters in the territory of the Republic of Poland: – having been awarded the scientific category A+, A or B, referred to in art. 42 section 3 of the Act on the principles of financing science;
Condition 2
Bids in this procedure cannot be submitted by entities related to the Ordering Party personally or by capital. Capital or personal ties are understood as mutual ties between the Ordering Party or persons authorized to incur obligations on behalf of the Ordering Party or persons performing on behalf of the Ordering Party activities related to the preparation and conduct of the contractor selection procedure and the contractor, consisting in particular of:
a) participating in the company as a partner in a civil partnership or partnership,
b) owning at least 10% of shares or stocks,
c) performing the function of a member of the supervisory or management body, proxy, attorney,
d) being in a marital relationship, in a direct lineal consanguinity or affinity relationship, second-degree consanguinity or second-degree affinity in the collateral line or in a relationship of adoption, care or guardianship.
To confirm the lack of the described connection, the Contractor is obliged to attach a signed, appropriate declaration to the offer.
Condition 3
The Contractor
has appropriate experience and has at its disposal
research and development staff guaranteeing
the proper implementation of the subject of the order.
The Ordering Party shall consider the above condition as fulfilled if the Contractor presents, as part of the offer, at least two persons who will be involved in the implementation of the order, having experience in the field of scientific research, industrial research, experimental and development work
The fulfillment of the above conditions will be verifiable on the basis of the information contained in Annexes 1, 2 and 3.
7. Bid validity period
The submitted bid should be valid for 90 days from the date of expiry of the bid submission deadline.
8. Order completion date
The order completion date may not exceed 18 months from the date of signing the agreement with the contractor
9. Bid submission deadline
Bids may be submitted until 27.11.2019 by 12:00
The contractor may change or withdraw its bid before the bid submission deadline.
During the examination and evaluation of bids, the Ordering Party may request explanations from bidders regarding the content of the submitted bids.
In justified cases, the Ordering Party may modify the content of the request for bids before the deadline for submission of bids, setting a new deadline for submission of bids of no less than 7 days. All modifications, additions and arrangements and changes, including changes to deadlines, become an integral part of the request for bids and will be binding upon submission of bids. All rights and obligations of the Ordering Party and the Contractor regarding previously established deadlines will be subject to the new deadline. In such a case, each bidder will have the right to change the bid already submitted and will be informed of this fact. This does not apply to corrections that are irrelevant to the content of this request for proposals.
10. Description of the method of preparing bids
The bid should be submitted in writing on the bid form, constituting appendix no. 1 to this request for proposals.
Together with the bid form, the contractor should provide a complete set of declarations confirming the fulfilment of the conditions for participation in the procedure required by the provisions of the request for proposals, as well as other documents and declarations.

12. Offer evaluation criteria, scoring rules
Offers will be evaluated according to the following criterion: price 100%

14.Other information
a) The Ordering Party reserves the right to cancel the procedure without giving a reason
b) The Contractor should ensure a method of service implementation that is beneficial from the point of view of environmental protection by minimizing the consumption of materials, raw materials, and energy necessary to complete the above order. After submitting the submitted offers, the Ordering Party will propose to the Contractor who obtained the highest number of points to sign a conditional agreement for the implementation of the subject of the order. The condition for the entry into force of the agreement with the selected Contractor will be the signing by the Ordering Party of the Agreement on co-financing the project under the Smart Growth Operational Program, Measure 2.3 Pro-innovative services for enterprises, Sub-measure 2.3.2 Innovation vouchers for SMEs
c) The Ordering Party reserves the right to change the scope of the conditional agreement concluded with the entity selected as a result of the procedure only in the form of a written annex
d) The terms of payment for the services will be established at the stage of drawing up the agreement between the Ordering Party and the Contractor
e) As part of submitting the application, offers may be submitted for verification to the appropriate public institution.
